The United States immigration policy should have some connection to counterterrorism. The article by Bove and Bohmelt established and reinforced a statistical relationship between migration and terrorism. They detail that the relationship does not mean that immigration is the cause of terrorism but acts as a vehicle for diffusion of terrorism (Bove and Bohmelt). This theory is supported by a criminological theory known as social bonding, where groups can carry an ideology. As discussed in the reading, with Jihadist ideology, the migrants share many social bonds which are unique to them and a cause for action. The Jihadist ideology’s action is terrorism, which is spawned by the source of the migration—the grievance in the home nation—and carried by the migrants. The Italian foreign minister framed this well by saying, “risk that terrorists could be among the waves of thousands of migrants,” meaning that the massive migration serves as the vehicle for transportation of ideology (Bove and Bohmelt 573). Regarding United States immigration policy, this data should be considered but not exclusively determinant when it comes to policymaking. I think that often the United States worries quite a bit about political correctness (for lack of a better phrase) when it comes to immigration policy, without adequately considering legitimate data. The data is not not politically correct, but it raises an uncomfortable point of consideration. Essentially, out of a massive group of people who share common hardships and social bonds, there is a certain likelihood that among them there will be a handful of extremists. Since so many of the countries expelling migrants have a lack of organization, a typical background check is not adequate for “checking” immigrants/refugees. That being said, another system for evaluation should be enacted for the protection of national security. The evaluation could be a strategically formatted interview which produces a consistent result. I think this would need to be using some psychological format, but I’m not an expert on how this system could be formatted effectively.
